PA Interagency Council to Prevent and End Homelessness 

The lack of coordination across critical state and local agencies remains one of the most significant barriers to ending homelessness in the state.

To address this, CSH and Regional Housing Legal Services (RHLS) had called on the Shapiro Administration to establish a Pennsylvania Interagency Council to Prevent and End Homelessness. CSH and RHLS published a report outlining an Interagency Council and a framework for the Shapiro Administration. The report called for collaboration among agencies for executing a statewide plan to end homelessness.

The recent Annual Homelessness Assessment Report estimates that more than 12,500 individuals are experiencing homelessness in Pennsylvania. Most cycle through various public systems and institutions yet return to the streets without a home. With greater coordination of state resources and agencies, homelessness is solvable.

With better resource coordination and funding through an Interagency Council, alongside an aligned statewide plan to address housing needs, Pennsylvania could be the first state to, in effect, end homelessness.
